Cayenne is the largest Francophone city in South America, which is a distinction most people do not expect to find on this continent and which says a great deal about how French Guiana operates. It is not a former colony or an overseas territory: French Guiana is a full department of France, with prefects instead of governors, electing representatives to the Assemblee Nationale in Paris, and paying for groceries with euros a short drive from the Amazonian jungle. The city was founded by the French in 1643, lost and recaptured from Dutch and English forces over the following decades, and has been French continuously since 1664.
The penal colony that operated on Devil's Island, in the archipelago offshore, ran from 1854 to 1938 and gave Cayenne an international notoriety it has spent decades recovering from.
The most famous prisoner was Alfred Dreyfus, the French Jewish officer falsely convicted of treason in 1894 and held there until his eventual exoneration; the Dreyfus affair became the defining political scandal of Belle Epoque France. The islands are now a nature reserve and the ruins of the prison structures remain, visited by boat from Kourou.

As French Guiana is part of France, EU citizens need no visa and can enter freely. Visitors from countries that have visa-free access to the Schengen area can typically enter without a visa. Non-Schengen visitors need a Schengen visa. Check current requirements based on your nationality.
Felix Eboue International Airport is about 15 kilometres from the city and receives direct flights from Paris (Air France operates several weekly), as well as connections from Guadeloupe, Martinique, and other Caribbean destinations. Taxis connect the airport to the city centre. There is no road connection to neighbouring Brazil or Suriname that a tourist would typically use.
French is the official language and the primary language of daily life, though Guianese Creole (Antillean Creole with local variations) is spoken widely. Among the indigenous Amerindian and Maroon communities further inland, several other languages are used. English is not widely spoken and some French is very helpful.
The Iles du Salut, including Devil's Island (Ile du Diable), are reached by boat from the nearby town of Kourou, about 60 kilometres west of Cayenne. Kourou is also the site of the Guiana Space Centre where European Space Agency launches take place. Both sites are accessible as day trips from Cayenne with advance arrangement.
